Steps to reproduce on try.vikunja.io:

create new filter without any properties.
edit filter, add new not existing label by clicking on "Add this as new label"
No label is added to the filter.

I don't think it makes any sense to create a new label right from a filter so ideally, this just wouldn't be possible.

I think that's a valid usecase. E.g. when you want to create a new workflow but didn't create tasks with the labels you want to use for that.
