Cannot disable 'Enable Filter by Priority' and 'Enable Filter by Progress' in Project filter #2083

Description

Once 'Enable Filter By Priority' is set it cannot be disabled. When you edit the project filter and save the filter behaviour is not changed. When you return to the filter edit screen the box is still checked, even though you unchecked it and saved it successfully during the last edit.

Only workaround I've found so far is re-creating the entire filter and deleting the original.

I'm currently reworking how filters work. Once that's done this should not be a problem anymore.
