Cannot set PM time in the datetime picker #3073

Description

I'm trying to set, for example, 20:00 (8:00 PM), but it is automatically replaced with 8:00 AM, and I don't see any obvious way to set PM time

Tested with reminder time and start/end/due date

(Also [1], the datetime picker is automatically closed after every change even if I haven't finished filling it in yet, which is very annoying)

(Also [2], Russian doesn't use AM/PM, I think Vikunja should have a setting for this https://community.vikunja.io/t/time-format-configuration/549)
